Parametric Chokepoint Cover: Paying on Closure, Not on Damage

How parametric chokepoint structures for the Red Sea, Bab el-Mandeb, Hormuz and Suez can transfer trade-disruption risk to alternative capital — trigger metrics, payout ladders and basis risk.

Parametric Chokepoint Cover: Paying on Closure, Not on Damage — Quantica Marine war-risk research

The loss that traditional marine cover does not reach

When a chokepoint becomes unusable, most of the economic damage is not physical. Vessels reroute, voyages lengthen, charter commitments break, port slots are lost, cargo arrives late and contracts fail. Hull and cargo policies respond to damage; they were never designed to respond to the absence of a usable route.

That gap is exactly the shape of a parametric product, and it is one of the few marine exposures with a natural investor audience, because the payout depends on an observable index rather than on adjudicating an act of war against a specific ship.

Choosing an index that cannot be argued with

Workable chokepoint indices include AIS-derived transit counts through a defined polygon measured against a rolling baseline, days of formal closure or suspension declared by a canal or coastal authority, changes to war-risk listed areas, and published advisory or threat-level changes from recognised naval and maritime security authorities.

The strongest structures use two conditions in series: an event condition establishing that a qualifying disruption occurred, and a duration or magnitude condition establishing that it was material. This suppresses payouts on brief scares while keeping verification objective.

Payout ladders and tenor

Chokepoint disruption is a duration risk, so a step ladder usually fits better than a binary payout: a first step at, say, seven consecutive qualifying days, further steps at fourteen and thirty, with an aggregate limit per period. Short tenors — quarterly or annual with reset — let both sides reprice as the geopolitical picture moves.

Buyers are not only insurers. Charterers, commodity traders, port operators, terminal owners and shippers all carry chokepoint exposure that no traditional policy indemnifies cleanly.

Basis risk must be priced, disclosed and owned

Parametric structures fail reputationally when a buyer suffers a large real loss and receives nothing because the index moved slightly differently. Good practice is to model the buyer's own historical and simulated loss experience against the proposed index and report the distribution of shortfall and overpayment, not a single correlation number.

Where basis risk is unacceptably wide, the answer is usually a better-specified polygon or a second index, not a wider limit.
